Procurement Requirements

 

I. Project Objectives: The current facility cannot meet the needs for managing and storing archives. To better preserve vehicle management records and ensure their completeness, we need to improve our archival practices.

II. Types of Procurement Organizations: Public Tender

3. Project Overview:

1. Project Budget: 2.625 million yuan (including all expenses related to this project, such as personnel salaries (overtime pay, various social insurance contributions required by the Labor Contract Law), staff accommodation, meals, and transportation, as well as tools, office supplies, administrative overhead, public facility maintenance costs, venue rental fees, and applicable taxes).

2. Service Details: This project aims to manage and store the existing vehicle and driver records held by the Vehicle Administration Office, totaling approximately 11,529,941 files. It will require a spacious facility for centralized management and storage, as well as efficient processes for shelving, retrieving, and handling the smooth transfer of these records in and out of the archive.

4. Service Period: 18 months from the date of contract signing.

5. Service Location: The address provided in the bidding documents.

6. Bidder Qualification Requirements:

(1) Meets the requirements stipulated in Article 22 of the Government Procurement Law of the People's Republic of China;

(2) Not listed on the Credit China website (www.creditchina.gov.cn) as a Discredited Person Subject to Enforcement or a Party Involved in a Major Tax Violation Case, and not included on the China Government Procurement Website (www.ccgp.gov.cn) in the List of Serious Illegal and Dishonest Behaviors in Government Procurement.

(3) Qualification requirements to be met for implementing government procurement policies: None.

(4) Specific eligibility requirements for this project: None.

 

IV. Service Requirements and Details

1. The Vehicle Administration Office requires storage space for motor vehicle and driver records, as well as administrative office space. These costs are already included in the current quotation.

2. There is a designated parking area for the convenience of bidders' vehicles, and the associated cost is included in the bid price.

3. Venue area: No less than 6,000 square meters.

4. Service Location: The service location specified in the bidder's tender document.

5. During the service period, the bidder shall bear the costs of public facility maintenance, which include daily repair and maintenance fees, elevator maintenance and annual inspections, pump repair and maintenance costs, as well as fire monitoring equipment maintenance and annual inspection fees.

6. Bidders shall ensure the safe use of the leased premises and are responsible for inspecting the building and its attached structures. Within 5 minutes of receiving a repair request call from the purchaser, bidders must respond and arrive on-site within 1 hour, completing the repair within 4 hours. If delays in repairing the premises by the bidder result in losses incurred by the purchaser or third parties, the bidder shall be liable for compensation.

7. The bidder shall notify the purchaser in writing at least ten days in advance if repairs to the building or its attached facilities are required. The purchaser shall actively assist and cooperate throughout this process. If the bidder fails to promptly fulfill its contractual obligations for maintenance and repairs, resulting in damage to the property or causing personal injury to the purchaser, the bidder shall be liable for compensation.

8. In the event that the rented property and its equipment are damaged due to force majeure, neither the bidder nor the purchaser shall bear any liability.

9. During the service period, if the bidder wishes to transfer or mortgage the property, it must notify the purchaser two months in advance. Under otherwise equal conditions, the purchaser shall have the right of first refusal.

10. Bidders must sign a confidentiality agreement with the purchaser, and personnel involved in this project must separately sign a confidentiality agreement specifically addressing the security of project documents and data.
