1. Procurement Technical Requirements (Substantive requirements and conditions that do not allow deviations are highlighted in bold and italics.)
2. The scope of this procurement includes the supply, transportation, installation, maintenance, personnel training, and after-sales services for the goods.
3. The procurement budget amount for this project : RMB 790,000.00 (¥790,000.00), any final response offering a price higher than the procurement budget or the maximum price limit will be deemed an invalid bid. The maximum price limit for this project is set at 90% of the procurement budget amount. Unless otherwise specified, all goods procured under this contract must meet standard functionality and technical specifications. Additionally, supplied products must be brand-new, fully qualified, and genuine; manufacturers are required to provide a product warranty certificate. For imported products, relevant certification documents must also be submitted, ensuring compliance with national environmental protection standards as well as other applicable quality requirements.
4. Goods Quality Requirements
Complies with the requirements of the "Hygiene Standard for Drinking Water" (GB5750-2006). Consumable reagents for online instruments must be compatible with the equipment, and standard samples as well as consumable reagents for online instruments will be supplied on demand, ensuring they remain within their expiration dates. All chemicals and standard samples must also meet the criteria outlined in Jiangsu Province’s Dual-Random Inspection System and the evaluation index framework for urban drinking water supply safety assurance assessments in Jiangsu Province. Additionally, all standard samples listed in Tables 1-3 and 1-4, along with environmental standard samples, must adhere to the specific standards noted in the remarks section.
The manufacturer of the provided standard solutions must hold a National Standard Substance Certification and a Certificate of Accreditation for Manufacturers of Standard Substances/Standard Samples. Additionally, the transportation of chemical reagents and consumables must comply with relevant national laws, regulations, and industry standards.
5. After-sales Service Requirements
(1) The equipment will be covered by a free one-year warranty starting from the date of acceptance. During the warranty period, Party B will provide the "three guarantees" for product quality. Any malfunctions caused by equipment configuration or manufacturing defects must be promptly repaired or replaced free of charge by Party B within 24 hours. All associated costs incurred as a result will be borne by Party B.
(2) Technical support response time: For general issues, phone support will be provided within 2 hours; for complex or critical issues, on-site resolution is guaranteed within 2 days. During the warranty period, all related costs will be borne by Party B. After the warranty expires, Party B will charge only the actual cost incurred.
In addition to the service requirements specified in this document, the supplier shall provide detailed information on any after-sales services it can commit to, and will also be responsible for offering free training to the purchaser’s personnel on equipment maintenance or operation. The repair response time will be the normal travel duration plus an additional 3 hours.
6. Delivery Time and Place
(1) To facilitate the purchaser's production planning, the delivery schedule for all goods must be agreed upon through negotiation. If necessary, deliveries will be made in installments. The supplier must commit to providing a reasonable delivery timeline, ensuring that each batch is delivered within two days after both parties have confirmed the order. Any delays in delivery will result in applicable financial penalties.
(2) Delivery Location: The supplier will deliver the goods and unload them at the location specified by the purchaser, ensuring that all relevant documentation (such as certificates of conformity and inspection reports) is provided along with the shipment. The purchaser will arrange for qualified personnel to inspect the goods; any items failing the inspection must be returned without exception. All losses incurred as a result will be borne by the supplier.
7. Payment Methods
After each batch of goods is initially inspected and accepted upon arrival at the site, payment will be made in full within 10 days of use—provided no quality issues are detected during that period.
